Through the Office of New Collaborative Initiatives, UCLA has received a grant with St. Petersburg National Research University of Information Technologies, Mechanics and Optics (ITMO) to partner in the Enhancing University Research and Entrepreneurial Capacity (EURECA) program, funded by the U.S. - Russia Foundation for Economic Advancement and Rule of Law (USRF).

The goal of the EURECA program is to enhance the research and entrepreneurial capacity of Russian universities by introducing new models of collaboration between US and Russian universities. Russian National Research Universities (NRU) are partnered with a US partner university to help build and strengthen the capacity of Russia’s NRU in developing University-based innovation and knowledge creation, and advance the Russian university’s global competitiveness. The program is implemented in cooperation with the Ministry of Education and Science of the Russian Federation in accordance with the priorities of the National Education Project and the federal program of the National Research Universities’ Support.

Phase I of the program began in 2010 and was successfully completed in 2012. The grant for this phase was funded by USRF and administered by American Councils for International Education and the New Eurasia Foundation.

Phase II began in 2013 and is planned to continue through 2016. UCLA and ITMO are partnering during this phase in the EURECA II Future University and Entrepreneurial Leaders (FUEL) project grant, funded by USRF. UCLA’s main activities under the current grant include:
